Perhaps the commissioner did not bother to write up a new tax list every
year but rather copied the previous year's list, making whatever minor
changes were necessary.

Sounds to me like it's a case of arrears of back taxes either because
they just realized it should be taxed or to pay back taxes to stop a
forced sale.
