During the period in which you are interested, the position of county
sheriff rotated among the justices usually on a yearly basis.
Thirty-eight sound excessive. The number of justices who served on the
commission of peace changed over time; they ran the county and served as
judges for local court cases. I'm not at home so cannot give you numbers
and years. Today, the board of supervisors runs the county and circuit
court judges handle local cases.
