Laura,
thanks, but no. this is not what I'm looking for. from the information I have in a July 1929 newspaper article, the VACC (and its Division of Water Resources) was to make a statewide survey of all mills and mill impoundments across the State.

Are you looking for Waters of the State by Alvin T. Embrey?  Full title “Waters of the State” or Property in Virginia in the Banks, Shores and Beds of the Bay of Chesapeake, the Sea, the Rivers and Creeks of the State and Control of the Waters thereof.”  See Chapter VII, “The Mill Acts and, therewith, Pilots and Canals…p. 169.  But this is not a survey of mills.

Subject: [VA-HIST] VA Conservation Commission mill survey 1929

I am looking for a digital copy of the report of the 1929 (or 1930) survey of mills conducted by the Virginia Conservation Commission. Searches of the LVA catalog didn't turn up anything.

anyone familiar with this?

Ray
