Change was made by Postmistress Elizabeth Van Lew, appointed I believe by
President Grant, who took office in 1869, so I'm guessing that it would be
sometime after March.

Going through various City Directories, I see a change of house location
information sometime between 1866-1869. A house listed on a side of a
street near a corner all of the sudden is give it own unique number.
