Mr. Forest, that plan could include matching the hundreds of millions of
dollars of extra, unnecessary public expenditures under the scenario in
which Hampton succeeds in acquiring the National Historic Landmark for
massive development. Again, no matter what, lots of federal money is going
to be spent to change Fort Monroe from its Army past to its civilian
future. How can we minimize that expenditure?
As to the Museum of the Confderacy, I believe that my friend Waite Rawls,
who directs the MOC, and who regularly attends Fort Monroe planning
meetings, will tell you that his belief in Fort Monroe's importance is
precisely why he hopes to build a museum at Fort Monroe under the MOC's
new plan to spread to three non-Richmond locations.
