I would list this farther down on your list of possible explanations.
Remember,
muster lists were taken for 2 main reasons -- to find out how many
able-bodied
men could be used for defense and to find out how much food and supplies
would be needed for the general population.
So the numbers were probably much closer to being accurate than you
might think.
