The Library of Virginia has records from the Virginia Board of Medicine
examinations (1884-2006) that list everyone who took the medical exam and
were licensed. The exams began in 1885 and and the first woman was licensed
in 1890. They are part of the Department of Health Professions, Record
Group 37, Accession 22731.

The Virginia Board of Bar Examiners, Record Group 102, contains
applications for the bar examination and licenses to practice (1910-1950).
Prior to that local courts licensed attorneys and the earliest known woman
to be licensed in Virginia was Belva A. Lockwood, who was licensed to
practice in the Fairfax County court in 1879.
