Phil was a find scholar and thoroughly nice guy. I had the pleasure of reviewing his book Twice Condemned and also being his editor for Slave Laws in Virginia, which was in a series I edit at Univ. of Georgia Press. He will be missed.

last week, I have been informed. He was a good friend and accomplished
scholar whose contributions to the historical literature on Virginia and
slavery were numerous and very important.

Condemned: Slaves and the Criminal Laws of Virginia, 1705-1865*, his 1996
University of Georgia Press book, *Slave Laws in Virginia*, his 2001
University Press of Virginia book, *Migrants Against Slavery: Virginians

journals and lectures in various public venues.
