Yes, that's my book; but the name is spelled "Wiencek."
I would also highly recommend Philip J. Schwarz, "Slave Laws in
Virginia" -- a basic source. Schwarz discusses a much earlier book
which I also found useful, James C. Ballagh, "History of Slavery in
Virginia" (1902). On pp 5-6 of his introduction Schwarz discusses the
weaknesses and strengths of Ballagh's work. Of course, folks who don't
believe in "elitist revisionism" will not want to read any
professional historical analysis, even from 1902, and will prefer to
advert to original texts, which can be found in the archives at the
Library of Virginia.
