Perhaps Paul Finkelman is referring to St. George Tucker's 16-page
"Reflections on the Policy and Necessity of Encouraging the Commerce of
the Citizens of the United States of America, and of Granting Them
Exclusive Privileges of Trade," signed Columbus, dated 16 July 1785, and
published by Dixon and Holt in Richmond, Virginia.

Articles of Confederation. Can anyone give me the exact title of the
