I consulted a libertarian friend, who answered: "Alexis de Tocqueville." And 
indeed I found the following at 
http://en.wikiquote.org/wiki/Alexis_de_Tocqueville:

"The American Republic will endure, until politicians realize they can bribe 
the people with their own money."

Variant: "The American Republic will endure until the day Congress discovers 
that it can bribe the public with the public's money."
