Can anyone help me to understand 19th century tax assessment and collection
procedures in the early to mid-1830's?  Did the local assessor travel to
each property and assess the value of the land or personal property?  If
not, how were taxes assessed and paid?

If so, is it logical to assume that the assessor would have also identified
free blacks living in a household during this same visit, thus compiling
his free negro tax list simultaneously with the land and personal property
lists?
