Thanks for this good news about MOC progress. As one who began several years
ago to press Waite Rawls, the MOC director, to consider Fort Monroe for a
satellite location, I can report that back then, at least, the MOC people
tended to avoid the word _satellite_, I think because it implies a kind of
minor status that they don't envision. In this context I know it's a hard
word to set aside, though, especially for a word-economizing journalist.
