There was no need to apologize. Virginia not only had a sizable
foreign-born population in the colonial era, but it does now as well.
The 1990 data in Historical Statistics of the US indicate that, in
absolute terms, Virginia had more foreign-born residents than did
Arizona , though in percentage terms Arizona was slightly ahead (5% in
VA, 7.6% in AZ). Figures for 2000 or even more recent years probably
show greater increases for Arizona than for Virginia, but that doesn't
make the subject "out of bounds" for a Virginia history list.
