Looks like this is a case of the citation being incorrect.
I had, in fact, looked at the Collections of the Virginia Historical Society (new series) [sorry for not mentioning it in my original message!] but the content of vol. 8, p.
278 in no way matched what was being discussed in VMHB v. 32, p. 414. So, I guess our patron will have to go away disappointed.
