Probably, but not necessarily. In a lot of cases, printing offices both
printed a local/regional newspaper and operated as print jobbers. For
example, R. Mauzy & Co in Staunton printed "The Spectator" and could
produce "Job Printing of all kinds Plain or in Colors executed in the best
style of the art" (1871).  The "Staunton Vindicator" News and Job Office,
also in Staunton, advertised their ability to produce "Legal Blanks, Checks
& Drafts, Check Books, Bill Heads, Negotiable and Promissory Notes, Cards &
Circulars, Direction Labels, Posters, &c." (1869).
