What Janet said is true. We also have an article on Tarleton's Raid in the
"Research & Articles" section of http://www.virginiacampaign.org/

Those British prisoners were the "Convention Army" or soldiers who were
captured at Saratoga...British and Hessian enlisted men were at the
Albemarle
Barracks...some officers stayed in houses in the surrounding countryside.

Those prisoners were moved to Frederick, MD through Winchester in the summer
of 1781 to keep them safe from Cornwallis, who was in Virginia.

Some of the units who served guard duty at the Albemarle Barracks were:
Crockett's Western Battalion, Taylor's Convention Army Guard Regiment,
and some Albemarle County Militia.
