I am curious how the current traffic laws evolved in Virginia. Was it a
new system or did it draw from principles that had been in effect for
horses and wagons on the roadways. How is it that there is now basic
unanimity on motor vehicle traffic laws in this country, was there a
national movement for uniformity?
Also Virginia does have some peculiarities in its traffic laws. For
example Virginia has no "Boulevard Rule," and Virginia has odd law on
passing on the right. Are these developments simply by accident or
something or was a decision ever made by the legislature to decline
these rules.
