Early on in the Revolution, many men did indeed enlist in their home county.
However, by 1781 (Yorktown Campaign), there were a number of primary
recruiting offices across the state, including (but not limited to)
Cumberland, Albemarle, Winchester, and Fredericksburg.
I would also point out that pension applications were made when these
soldiers were quite old...their memories were failing. It was hard enough
for them to remember what company officers they served under (they usually
got the colonel right, however), much less where exactly they enlisted.
