City/county plat maps should identify property owners prior to the sale
of land and construction of the reservoir. If the property was used as
a rental the tenants would probably not be identified in county records.
Were any cemeteries relocated? If so, they should be in the public
records.

Have you tried contacting the LOCAL Land Title companies? Titles go back
to
the beginning of our country. ALSO, this land would have been subject to
condemnation through eminent domain proceedings. The district or county
courts would also be a venue to research. Make sure that the reservoir
time
lines of construction are researched because you may be running into the
counties changing or expanding, therefore you will run into multiple
counties to research.
