Re the suggested 1634 date: In general the colonists' repeated efforts
to limit the amount and improve the quality of tobacco in the 17th
century weren't very successful - in part because Va and Md didn't work
together until the early 18th century, and in part because the warehouse
system was also an early 18th century innovation.
