If you're having trouble with the ILL of your local library, you
might consider trying the closest university library. Often, you can
purchase year-long privileges, which while not exactly cheap would
almost certainly be less than the $200 you have cited. As an example,
I once paid $50 for privileges at Emory University. And any such
library would be happy to handle your ILL request, particularly since
you know exactly what records and reel numbers you need.
