Brent's points are well taken and are probably the preferred public policy. I
am concerned, however, that a dealer who has already surrendered some
documents under the general procedure, and presumably been compensated, is
found to be offering a document from the same source for sale after the
surrender of the first set of documents. I believe that a greater public
interest in that case may be served by prosecution. One could argue quite
strongly that he was engaged in concealing known stolen property.
