Leslie: In terms of incorporation and Madison, he actually votes in favor of the incorporation as a means to discourage support for the General Assessment, but he writes to Jefferson that he thought the incorporation was a mistake and he later attacks incorporation when done in a discriminatory manner (see his veto of incorporation when president).
