If you go to

http://www.loc.gov/coll/nucmc/   (National Union Catalog of Manuscript
Collections)

you will find two databases to search for manuscripts: RLIN and OCLC.  These
contain catalogue records for other institutions in addition to Library of
Congress.  I would suggest searching both because while there is overlap,
there are some records in one that are not in the other.  Also, because
manuscript cataloguing is time intensive and somewhat specialised, there are
many institutions which have manuscripts that are not catalogued.  Searching
both the RLIN and OCLC databases is not comprehensive, but is about as close
as one could get in a two-shot search.
