Tappahannock is the county seat of Essex
County. Originally starting life as Hobb's
Hole, then New Plymouth, it became a town in
1680 and became the county seat after the
county was formed from Old Rappahannock in
1692.
On the other hand, Rappahannock County was
formed in 1656 and became extinct in 1692.
The second and still extant Rappahannock
County was formed from Culpeper in 1833.
I'd say that your person was from Essex
County.
