If they are living in VIRGINIA, they can not move a body without a court
order.

ESPECIALLY if the family objects,

get down to the court house right away, and if possible get into see a judge
and tell him what is going on.

however, if it is VDOT, you don't stand much of a chance as they take the
land under eminent domain.
